Outstate Subsidies

Who

Similar to the Own Home Subsidy Program that serves the St. Louis Metropolitan Area, Outstate Subsidies provides rent, utility, and financial assistance to people living with HIV in outstate Missouri and Illinois. 68% of our Outstate clients report incomes at or below 30% of the Average Median Income (AMI).

What

With a shortage of specialized health care in rural areas, these services are funded through a grant secured by DOORWAYS from the U.S. Department of Housing and Urban Development
(HUD) Housing Opportunities for Persons With AIDS (HOPWA) program to improve
quality of life and health outcomes for people affected by HIV.  While DOORWAYS directly manages these funds in the 62 Missouri counties, Fifth Street Renaissance deploys services in 55 Illinois counties.

ILLINOIS

The Outstate counties in Illinois are served through Fifth Street Renaissance, which has locations in Springfield, IL, and Belleville, IL. These offices combined serve 55 counties in the Southern, Western, and Northern regions of the state. Success

The focus of this program is to contribute to housing stability for those with a history of chronic housing instability. Outstate provides both short-term support and long-term interventions. Program success is achieved when clients are able to retain housing.
